Glass culling issue with high resolution resource packs

When using resource packs that are 256x or higher, "BlockState Culling" causes culling to break on block faces touching glass.
This is replicable on 1.20.1 fabric with sodium and no shaders.
It seems to get worse the higher resolution the pack is, although the highest resolution I have tested is 512x.
