The new selection system could look like this:

Instead of holding shift and scrolling, you could hold down a specific key while having the tool in the hand. This would open a menu similar to what AT has but without the book (not a radial menu tho) . While this menu is opened the player should still be able to walk and sneak!
The player should then be able to select a tool with the cursor (this may not change the players looking direction tho)
