[1.18.2] Mailboxes not functional unless chunk is loaded

Describe the bug
We are running version cfm-7.0.0-pre35 on our 1.18.2 server, and mailboxes simply do not function unless a chunk is loaded in, which ultimately defeats the purpose of us having mailboxes as we cannot mail things to players who are offline.
