My trailer hooker at the back of the vehicle is nearly touching it, and I press the control key, and it does not attach. Do I have to shift right click and click control? Or are there steps I am missing to hook the trailer to the vehicle?

For me pressing the key once is enough. Mouse click is not involved.
Are you doing this while riding vehicle (you should)?

If yes, are you sure the key is properly bind in game configs?

@HanatakeYurii The keyboard settings are fine, I am on the vehicle, and I press control and it does not work. It might not be compatible on macOS, can you fix that @MrCrayfish?

Yes. Now it uses your sprint key to attach trailer while on a vehicle.
