Describe the bug
The footblock is a cloth material. Even if it has the same resistance as wool blocks, it cannot be broken faster with shears.

To Reproduce
Steps to reproduce the behavior:

1. Place a footblock.
2. Make sure to be in survival mode.
3. Try to break the block with shears.
4. See that it goes at the same speeds as hand.

Expected behavior
The footblock should be broken in a shorter time.
