Note Block and Super Note Block sounds only play to the entity who triggered those

What happened:
I put an entity on a Note Block and then on a Super Note Block but sounds did not played.

What I expected to happen:
I expected the sounds to play.

How to reproduce:

  1. Place a Note Block or a Super Note Block.
  2. Put an entity on it.
  3. Hear that the sounds aren't played.
