If not, please add that, if it could se changed in-game by admin players even better.
This would be a fine addition for my server if that was an option.

If you mean Picnic Item blacklist, there's a item tag called "picnic_basket_disallowed". You could add any items just like datapack. There's no item tag or config for whitelist. But I will keep that in mind for further updates.
