Astral Sorcery Lucerna Ritual doesn't prevent Primitive Mobs spawning

in the modpack All The Mods 3 Remix v1.1.0, the Lucerna ritual from Astral Sorcery is not preventing Primitive Mobs spawning (v1.2.3a).
It was working correctly in ATM3r v1.0.1, which had Primitive Mobs v1.1.6beta
per a chat with Daveyx0, it might be an interference with the checkSpawn event.
