1.18.1 can't translate correct block state to 1.17.1

Blocks with multiple states are not being translated correctly and are either waterlogged or put in the wrong state.

Minecraft version: 1.18.1
Mod Version: 1.5.6
Server Version: 1.17.1

I remember having this bug for a little while, make sure to see if it's caused by an experimental version of DashLoader.

This is unlikely to occur after the rewrite. Please reply if it does.
