1.19.2 Forge Modules toml4j and theimpossiblelibrary export package Error

Describe the bug
When booting up minecraft modpack Impossible Libary is unable to export itself because of other mods. The mod it chooses in error seems to be random, and turning off the the mod, aka "Immersive Armors" and reopening just changes the module to another mod in the modpack
