When crafting the farmlands, the hoe is taken into negative durability if enough farmland is crafted.
It should be noted that I am not using the farmland recipe but rather one I added myself for coarse dirt using mysticalagriculture:farmland_till
The problem could also exist from also having pickle tweaks installed with broken tools enabled
