Describe the bug
All tiers of growth accelerators have no effect on plant growth speed. As you can see in the screenshot, growth accelerators, and their respective tiers) seem to have no impact on growth speed.
(Possible connection to bug report #333 about watering cans, both are supposed to increase growth speed.)

To Reproduce
Installed mods: JEI, Mystical Agriculture, Mystical Agradditions, Cucumber Library, The One Probe
Place a column (any height) of each tier Growth Accelerator. Place a dirtblock (tilled) or any farmland on top of the column. Plant any seed (tier 1 up to tier 5, non crux seeds).

Expected behavior
Increasing effect on growth speed of planted seeds as tier of Growth Accelerator increases. (As you can see on the screenshot, only 2nd and 3rd plant have grown slightly, the 2nd even more than the 3rd. Rest of the plants haven't grown at all.)
