Crops not dropping additional seeds

Describe the bug
Breaking crops on the appropriate tier of farmland for each respective crop does not grant additional seeds.

To Reproduce
Steps to reproduce the behavior:
Get a mystical agriculture seed, then plant in on the farmland of the same tier. Grow it using mystical fertilizer, break the crop and repeat around 25 times. At this point it is statistically very unlikely you're just unlucky.

This was done on a clean install of only mystical agriculture and JEI (and dependencies).

Expected behavior
There should be a 20% chance of receiving an additional seed when breaking crops on farmland of the same tier.

I just tested with Skeleton Seeds on Tertium Farmland and I was able to get secondary drops after 5-10 breaks. I'm not sure what the issue could be in your case if you just tested with only MA instealled.
