Infusion altar sometimes breaks after server restart if straddling a chunk border

Describe the bug
Multiple times in 1.21, I have had the infusion altar refuse to work after putting in the correct recipe after a server crash or restart. The only solution I have found is to break the infusion altar and restart the server. After the server restarts, I need to replace the infusion altar and it's all good. I can break and replace the altar all I want before restarting the server and nothing seems to work. I have had this happen in the Opolis Inc and ATM10 modpacks.
To Reproduce
- Place Infusion altar so that some of the pedestals are on the other side of chunk border from the center block.
- Place lever next to infusion altar block so that it is always redstone powered.
- Log on to server after it has restarted. Helps if the server has gone through multiple restarts before logging on.
- Try to use Infusion Altar.
- No particles happen and even after waiting for the requisite period of time the altar never completes the craft.
Expected behavior
After a server restart, the Infusion altar should craft seeds as normal.

Maybe this is related to #806 ?
I wish I remembered which recipes I was crafting at the time. It certainly could have been recipes with tags, but I'm not sure.
I think it'll be pretty hard for me to reproduce this. I tried a few times and everything seemed to work fine. I'm not entirely sure how this could happen.
I wonder if anyone else has had this issue.
I knew it was going to be difficult to replicate when I made the report, but I just wanted to get the information out so that if people do have a similar issue, they know they're not alone.
I want to add that I have only had this bug happen on servers that restart daily and I haven't been on the server for a long period of time and they were on a chunk border. Incredibly specific bug that is unlikely to occur in most gameplay settings.
