When you harvest fruit from a saguaro cactus, it drops the block form of the cactus fruit instead of the item form. Because of this, you can't re-plant the fruit to grown to cacti.
Tested on: Minecraft: 1.12.1 Natura: 1.12-4.3.0.17
This has been fixed :D
