【BUG】SET anvil at 0 xp cost cause a bug !! Can not repair anything

When I set anvil at 0 xp cost, Can not repair anything . (repairCostLevelAmount = 0)

Ver: 1.18.1

And then ,I change this to :
repairCostLevelAmount = 1,
And it work. I can repair again.

It is a BUG ?
