[28.5] Client lock up when throwing an Eye of the Shulker in the End while no structures spawn

When throwing an Eye of the Shulker in the End while having the world setting for structures set to disabled, a single player client locks up. Same probably happens with the Nether equivalent.
Lessen learned, don't throw items looking for structures when they're disabled
