I made some iron tanks and decided to upgrade them. First time I took the fluids out then upgraded. After it was crafted I put the fluids back in but it was only 8K MB instead of 16K for the gold. In my inventory it says it was only half full 8K/16K MB but when I placed it down it was full at 8K MB. I have tested this and have done it multiple time but if there were no fluids in the tank before upgrading it works fine.

Update.. Its not when fluid is put in its when its placed down
