[1.12.2] Biome and Entity generation is stopped after few days

I'M NOT USING HYBRID SERVER AND THERE'S ONLY FORGE. IT'S MOD PROBLEM AND NOT SOFTWARE.

Version info

  • Minecraft 1.12.2
  • Forge build 2860
  • Mod version 2.2.5
  • Running with PO3 Modpack

Description

Biomes were generated after starting new server but it stops after few days after playing.
Also, entities are stopped to spawning and they are only spawns on fortress.

What I tried

  • Delete config and reinstall config from serverpack
  • Delete configs from world file
  • Delete configs from world file and copy them from config
  • Delete both of config and world config
