[BUG] Latest 1.17.1 build requires Minecraft 1.18 in the fabric.mod.json

The commit 2d57a9d introduced the bump of Minecraft version to the 1.17.1 branch, which inadvertently ended up in all released builds for 1.17.1 rendering those unusable.
