Bug Description
I don't speak English, I set language to Simplified Chinese (zh-cn).
But the language of No Chat Reports is always English.
I checked No Chat Reports, found that zh_cn.json is normal.

Steps to Reproduce
1.Set language of Minecraft to language except en-us.
2.See the language of NCR is en-us.
