[1.21.1] whitelist command fails 90% of the tme when NoChatReport mod is present

Hello
When NoChatReports is present I have to run the same "whitelist add mcname" command multiple times sometimes, 5 to 6 times until eventually it works. When it doesn't it tells me the player name does not exist.

Steps to Reproduce
Assuming it's reproducible by itself and not just in ATM10
- Run server files which include nochatreport mod
- try to run whitelist commands in console, some of them will succeed, some of them won't.

I've encountered this issue as well on Fabric for 1.20.1. I can't say for certain if No Chat Reports is the cause of the problem (I never made the connection, and this is a live server, so I'm limited in my ability to test it on my end), but I seem to recall the issue started occurring around the time I added this mod to our server.
