When the option to report chat is disabled (client-side), remove or disable the report button.

This feature is seen as useless as the client can just enable reporting and the button would be visible. Additionally, Minecraft disables this button by default if it can't find any signed messages in chat. There really isn't a reason to implement this visual change, and is thus marked as closed.
