Allow servers to disable respecting Microsoft's enforced ban system, meaning banned players can join.

While the current features provide a client-side way to ignore the ban, I will not be implementing a way to completely bypass this system. This is a bit ambitious and falls outside the goal of this project. There are already projects looking to make custom authentication servers to solve this issue, so I won't be implementing this completely.
