As mentioned in the discord, potentially add "doInstantBreakBlocksDropWithoutCorrectTool" as a config option that would allow instant break blocks to be broken without requiring a tool but would not drop anything if turned on and would drop if false. Gives a little bit more freedom with allowing players to break stuff like flowers without needing an axe/hoe.
