as it is says i can't break it with nothing, shears, pickaxe, axe, sword, knife nothing works

After looking into it, hay bales have no harvest tool in vanilla, but their material should get a hoe assigned to it by default. (As of 1.16, hoes are the required tool for some plant type blocks.)

So, try a hoe.
