When breaking flowers(small flowers), they don't drop unless you break them with a hoe. This also applies to redstone dust, but it does not drop when broken with a hoe

Nevermind, I found out this was because the config to allow instant minable blocks to be mined was set false, after setting it to true the flowers and redstone started dropping again
