Add the ability to hold shift/ctrl/whatever and drag to reorder the tabs.

Out of curiosity where would this reordering be saved to? Would it survive wiping the config folder on updates? Pre-emptively making the same request as in #182 for this feature.

There's already a reordering config, but it needs to be manually edited. I'm thinking of letting people reorder it in game and update that config.
