Dynamic Surroundings breaks Chunk Animator and fog culling if you disable fog with Optifine

Describe the bug
Dynamic Surroundings fog distance modifiers apply even with fog disabled via Optifine, causing the fog chunk cullling to continue working
It also additionally makes the Chunk Animator not play it's animation if the game derenders chunks because of the Dynamic Surroundings fog settings

Reproducibility

  • I reproduced this issue with as few other mods as possible installed.
  • I am unable to reproduce this issue consistently.

To Reproduce

  1. Install Dynamic Surroundings, Chunk Animator and Optifine alongside Nothirium
  2. Disable fog in Optifines "Details" menu
  3. Have "Enable Fog Processing" enabled in Dynamic Surroundings "Fog Options" mod menu and look around a world (Most noticeable with "Elevation Haze" enabled aswell when you fly up to 110-140 blocks, see the world "shrink" and then see it "expand" once you've flown up above 140 blocks, without playing the Chunk Animator animation)

And just to clear it up, this problem doesn't show up with the vanilla chunk renderer, only with Nothirium
