Describe the bug
When going inside blocks (such as viewing underground areas) various parts of the world have a "pop in" effect, this does not happen when the mod is not installed

To Reproduce
Steps to reproduce the behavior:

1. Go into spectator mode
2. Fly underground
3. See various parts of the world pop in and out as you move around

RenderLib: 1.12.2-1.1.0
Forge: 14.23.5.2860
Minecraft: 1.12.2
Other mods (necessary to reproduce the bug):

In v1.12.1-0.1.7-beta portal culling is disabled in spectator mode.
