Analyze button active cooling heat sink always 0 + efficicency question

Mod Version: Latest commit: 9b9a4e3 (1.20.1)
Issue 1: The variable activeCoolingHeatsinks never gets updated from 0.
Issue 2: Currently, the efficiency value given in the controller, although correct, is probably unnecessary because it is literally just power output divided by fuel base power. I think the solution to #194 isn't that helpful because the method of power and heat calculation in this mod is fundamentally different than the calculations from the old mod. Therefore, I suggest either rewriting the heat and power calculations so that it matches with the old Nuclearcraft mod, or rewrite or revert the efficiency calculation.

- it's complicated. this is becoming to be 'blanket pulling competition" on how we need to calculate efficiency. My most focus is to make everything work properly
Efficiency is not that important as heat, fe generation. Heatsinks validation...
