Decay generator only works with uranium block

RTGs are also radioactive blocks and containers with radioactive items should be, yet neither are accepted by the decay generator leaving uraniums blocks as the only thing that works

Decay generator not going to work with RTGs, but there was an issue i fixed in this commit

Decay gen only supports blocks with tag '#nuclearcraft:decay_gen_block'
Also those blocks must have radiation level.

Added a tooltip to blocks what supported by decay generator
