Describe the bug
In the nether I was able to mine Iesnium ore with my unenchanted diamond pickaxe and just a pair of Otherworld goggles. No infused pickaxe, or demon's dream fruit. Looking at the Dict of Spirits I get the impression that's not an intended behavior.

To Reproduce
Steps to reproduce the behavior:

1. Grab a diamond pickaxe and a pair of Otherworld goggles.
2. Go to the nether
3. Find some naturally generated Iesnium ore (I tested it using ore I got from JEI cheat mode and placed in the world by hand, mining it just gave netherrack )
4. Mine some Iesnium ore with the diamond pickaxe

Expected behavior
From my reading of the book, it shouldn't drop the ore without an infused or iesnium pickaxe.
