[1.19.2] Upgrade Aquatic emissive textures are not loading when using any shaders

What happened?
When using shaders emissive textures form upgrade aquatic mod doesn't seem to load. I tried switching shaders but it didn't help. Problem only stopped when switched oculus for optifine.
