1.18.2: Picked shader does not load until refreshed

What happened?

Loading a game with a shader set up results in no shader being enabled until you go to the Shader settings and press Apply.

The oculus.properties config is as such:

#This file stores configuration options for Oculus, such as the currently active shaderpack
#Mon Apr 18 21:10:33 WEST 2022
maxShadowRenderDistance=32
shaderPack=sed.zip
enableShaders=true

sed.zip is correctly placed, as nothing in the file other than the timestamp changes when the config is refreshed.
