You can't run Oculus on the server. It is a client side mod.

commented

When trying to join the server having Oculus only on the client-side, you receive a mod mismatch error, preventing you from joining the server.

commented

Mods if they are client-side only should check if DEDICATED_SERVER and then skip loading. Modpacks have been distributing identical mods/ folders for both client and server for a long time now.

If we do not have the same mods on both the client and the server, FML complains about there being a client and server mod mismatch.

I have never seen this happen. I run oculus and rubidium sometimes in the server files by accident and itll just crash, never lets it fully start.
However dont include oculus and other client side mods in server files, its easy to use Serverpackcreator to filter out some clientside mods

Just FYI in case you need it:
See https://docs.minecraftforge.net/en/1.20.x/concepts/sides/ for how to do it properly:

  • Your mods are expected to always load, regardless of if they are loaded on the client or the server. For one-sided mods, this means that they must still run on the opposite physical side.
