Nether and end ground blocks have `snowy` blockstate that they don't use

Describe the bug
The following nether and end ground blocks have a snowy
blockstate that they never use. Placing snow on top of them doesn't set it to true, and, in fact, snow kills every block on this list like regular blocks do. Snow is also not a factor in their dimensions. Using /setblock
to create one with snowy=true
just creates one with snowy=false
.

- Ether Phylium
- Ivis Phylium
- Nightshade Phylium
- Shulkren Phylium
- Vermillion Sculk
To Reproduce
- Place down all of the above blocks.
- Hit F3. Note the blockstate on all of them.
Expected behavior
These blocks would not have a snowy
blockstate.
