Water silk can generate on grass blocks when players can't place it there

Describe the bug
Water silk can generate on top of grass blocks in the byg:bayou biome, and potentially others, despite a player not being able to put it there themselves.

To Reproduce

  • Start Minecraft with only the latest BYG loaded.
  • Create a new world with seed -5012423877295809096
  • Run tp @p 43 64 283 and locate the bugged water silk nearby. More instances can be found by following the shoreline to the east.

Expected behavior
Either water silk would not generate on top of grass blocks because a player cannot place it there, or a player would be able to place water silk on top of grass blocks.
