What happened?

I am playing the Enigmatica 9 Expert modpack which has latest mod of BYG. In the Enigmatica 9 Expert modpack there are drygmy from ars nouveu mod which require unique mob tags to get bonus point for farming mobs passively. So I went on a journey to find all unique mobs and I stumbled with the issue having to farm for 4 hours pufferfish because the spawn rate of shrimp and tuna doesn't leave any space to spawn other fish such as I mentioned in the title pufferfish and man o war. I did try using only this mod alone with a mod's that are needed for this one to work and the issue remained the same. I tried spamming commands for killing all entities and locating man o war or pufferfish for 30 minutes and there were no success. I tried in other biomes but it appears that the tuna and shrimp does not care about biomes at all. I feel like aquatic mobs are very not balanced and each biome is full of shrimp, tuna, topical fish. I put this as minor severity since it does not break game in a way it wouldn't work but in my opinion it breaks the immersion in a way and makes water related biomes almost useless.
