[Bug]: Mangrove sapling not growing

What happened?
Generated a fresh new world and tried to grow mangrove tree (in creative) over land using the 3x5 pattern which worked but I did notice that the 3x side of the pattern needs to be north to south otherwise it won't work. Main bug though is it seems a Mangrove tree will not sprout unless it is 5 blocks or under to original terrain generation. I can add all the original grass blocks and dirt blocks I want but it will not grow above 5 blocks over the original terrain. But I can completely gut under and remove all blocks but the 4 needed pattern points and the tree will still grow. Tested this under the ocean and removed the water and again 5 blocks above the ocean floor the tree will grow but any higher will not work.
