A means for at least the admin to know who to blame would be useful. Who was that joker that just claimed all the open chunks around spawn?

I spoke with Xaero, he's working on other stuff and this isn't a high priority, but he agreed to add the ability to turn off welcome messages so that they can be replaced via a mod that hooks into the OPAC API -- see #526.
