Is there a config to allow players to interact with a block with an item in hand?

Players can create shops that you need to rightclick with the right item in hand, but it only says "you are not allowed to apply this item to this position" even when trying it with diamonds

You can. It's explained in the main config file in the comment above the block exceptions option.
