Add the ability to change waystones config in the mod's config, so that players can decide whether to protect their waystone access or not

This mod's configs are not limited to specific blocks, entities or items when it comes to player choices. You can already give players an option to toggle waystone access, the same way it is done for other block interactions in the mod's main config file.
