A command to allow claiming chunks for other players when in admin mode

Please elaborate what you think this is going to achieve?
And I'm pretty sure you can already do this with the vanilla command /execute as for online players.

Execute as does not work for offline players. I think that admins should be able to manage the claims of players. Admins can already unclaim for players which has been helpful when players claimed other players houses by mistake or as griefing. But if an admin notices that a player built a house and forgot (or wasn't aware that they could) claim the land then the admin could claim it for them (they are offline)
