When I try to place a block on someone elses claim it doesn't let me, but the block disappears from my inventory

It doesn't actually disappear, it just looks like it. If you update the block stack in any way, e.g. placing it somewhere you can actually access, or click it with your mouse cursor, it'll restore the correct stack size.
