Separate unified player protection into interaction/attack

I was looking for a way to do the same thing. I’m creating a server where I’d like to allow interaction with various items in the city but prevent destruction. However, I haven’t found a way to do it yet.
@jackiz97 This is not what this issue is about. It's about player protection. You can do that with blocks/entities.
