Mod jars and core-mod jars should be signed. Future versions of Forge will not allow unsigned mods, currently a warning is logged.

Will re-enable signing for the main OTG jar, however the OTG-Core jar still isn't signed, can't figure out how to do it with gradle. This isn't a problem for 1.12, but may be for 1.13.

Core-mods have changed for 1.13, signing is no longer required.
