Hook up all the biome config settings not related to base terrain gen / noise or biome placement.

- grassColor
- grassColor2
- grassColorIsMultiplier

- fogRainWeight
- fogThunderWeight
- replacedBlocks
- surfaceAndGroundControl
for 0.0.1, implemented all except
- grassColor2 / grassColorIsMultiplier (using mc grass colors, can only set base color and multiplier type none/dark_forest/swamp)
- foliageColor2/ foliageColorIsMultiplier (using mc foliage colors, can only set base color)
- fogDensity/fogTimeWeight/fogRainWeight/fogThunderWeight (using mc fog, can only set fog/water fog color)
replacedblocks should work, but only when targeting specific blocks, fe WOOL will not target all WOOL:X
