"WaterBlock: minecraft:lava" causes incorrect cave generation

If WaterBlock is anything except water, the OTG carvers (both caves and ravines) do not stop before reaching the fluid.

Example: The same ravine, only setting changed is waterblock water or lava:

WaterBlock: minecraft:water

WaterBlock: minecraft:lava
