What other plugins are you running?

Tested with nothing other than Otg and another test was done with multiverse

Description

I discovered that Nether Fortresses won't generate if the Nether world get's generated by Otg, they will however, if just created with multiverse without a generator, or just plain vanilla and no plugins.
When tested with Otg 1.16.5 they did generate

Preset I used was Gehenna, version didn't matter, I tested cpt2 - cpt5 (with Otg 1.17.1, 1.18 and 1.16.5 too)

@authvin I'm assigning this to you, I'm fairly sure the same issue exists with Paper 1.18 too.

I did your two assignments already so if you could get this one handled that would be great.

I can confirm, that issue also exists in 1.18 too
